There are just seven days to go until Budget 2020 is announced. The INTO is calling on all its members to make contact with their local politicians in the next week to remind them how they can invest for the best in primary education in this year's budget.

Fórsa school secretaries dispute
 
 

At its recent meeting, the CEC reiterated its strong support for the school secretaries campaign. The INTO advises members not to undertake school secretaries' work which is affected by the action (i.e. interaction with ESINET system, with the exception of OLCS claims) pending any further developments in the dispute.

 

If there is any consequence for the school or themselves in this work not being done, members should seek further advice from the INTO. We will issue further updates as they become available.

 
 
Pilot supply panel launched
 
 

The shortage of qualified teachers to cover short-term absences is a huge challenge for schools across the country and a threat to long term education standards if not addressed. The INTO has been calling for the reintroduction of supply panels since they were scrapped in 2011.

 

Congress has demanded the establishment of supply panels of teachers as a first step in tackling the lack of substitute teachers. Supply panels are required in order to recognise the reality that hundreds of substitute teachers are needed daily for our schools. Teacher supply cannot be planned without an organised system to fill the daily vacancies, therefore supply panels are not an add-on but a critical and essential part of the education service.

Primary Staffing Appeals Board
 
 

The next meeting of the Primary Staffing Appeals Board to deal with appeals for the 2019/20 school year will be held in October. The closing date for submission of appeals is Wednesday, 9 October 2019. Appeals must be submitted to Primary Allocations Section, Department of Education and Skills, Athlone, on the standard application form (Appendix F Circular 0019/2019).  

 
 
Election of new boards of management of primary schools
 
 

Ahead of the appointment of new boards of management from 1 December 2019, the DES has this afternoon updated the Governance Manual for Primary Schools 2015–2019. The updated provisions govern the composition, appointment and functioning of boards of management assuming office from 1 December 2019 are now set out in the Governance Manual for Primary Schools 2019–2023.

 

Circular 0057/2019 is available here. Appendix A of the manual also outlines the process of election of the teachers representative.

Inaugural DCU Teachers Inspire Ireland gala event
 
 

The inaugural DCU Teachers Inspire Ireland gala event will take place this Friday, 4 October at 6.30p.m.
 
The Teachers Inspire initiative which is focused on highlighting the enormous contribution made by teachers in Irish society was launched by DCU earlier this year. The initiative received more than 400 nominations from all parts of Ireland before a shortlist of 20 teachers was announced earlier this month after being whittled down by a panel chaired by former President Mary McAleese.

Nominations for global UNESCO report on inclusion
 
 

The next UNESCO Global Education Monitoring Report (GEMR) will be on inclusion and education and will be launched in a number of locations around the world in 2020.

 

It is an influential report to which Educational International (EI) and its member organisations have contributed in consultations with UNESCO, as well as sharing the global education union survey on inclusion.
